I installed the BGN expansion which included a new set of files for
atlanta.  But when I went to drive on it, it looked like the old track
layout. Is this right?

Yes, the Atlanta track layout is still the same as the old one.

Yup.  The new files are the inital bug fix for Atlanta that was
released when the first patch to N2 was released.  Installing the BGN
pack upgrades N2 with all of the Sierra/Papy patches & bug fixes.
Unfortunately the new configuration of Atlanta was not included in the
release.  Possibly due to not having any "real time" data on the track
to accurately simulate it (?)
