That's funny, because my Celeron overclocks very nicely to 450mhz.
It's more difficult, but it's far from impossible. Some teflon tape, a
sharp knife and a steady hand take the place of jumper swapping these
days.

One of the connectors on the Celeron slot communicates with the
motherboard and locks it at the appropriate bus speed - 66Mhz for a
Celeron. By taping over this connector (or painting with nail varnish)
you break this lock and can set whatever motherboard speed you like.
The clock is still locked to "x4.5", but at least you get 4.5x100
rather than 4.5x66 (or "x4" for a Celeron-266). You can use the same
technique to increase the core voltage if your CPU has trouble
operating at 100Mhz, just adjusting different pins.
Look at http:www.tomshardware.com for more details, since I thin he
has an article about it. If not you could try other sites like CPU
madness or Ultimate PC. I'm sure one of them will have a "step by
step" on there. Remember though, this _isn't_ changing a jumper - it's
a bit messier than that. If you haven't got the confidence or you
can't afford to lose it, don't do it.

What is illegal is if a dealer sells a system with overclocked or remarked
CPU's.

I think you will find that (though it may theoretically break the
warranty), overclocking a CPU is not a criminal offence :-)
