How do you go about getting the fixed setups for each track to race while
offline?

In your garage menu they are listed as fast, intermediate and easy.

It's kind of tricky...

Join a race that's set up for Fixed Setups.

Then, go to the Garage, and save the setup as "xxxx Fixed Setup", where xxxx
= the server you are racing.

Not all fixed setups are the same, so you should identify the server...

There may be an easier way, but since they are not all the same I think this
is the most accurate.

When you enter a fixed setup race you get the setup the host has selected.
So every "fixed" setup race can have a different setup. I entered a fixed
race once and the setup the host had selected was a qualifying setup with
the nose all taped up and the qualifying motor. Everyone started blowing up
after about 5 laps, so I backed off and just cruised around. I was the 3rd
from last car to bite it. I don't think anyone actualy finished the race.

        The thing is that USUALLY fixed setup is default "Fast" setup
from garage menu.
