I've finally had enough of Freedom2Surf's quirks[1], and have decided that
being advert-free no longer outweighs the drawbacks.
So, Netcabins it is (I didn't want a GPL-specific host in case I wanted to
add some non-GPL content). Mainly because they actually bothered to read my
query properly (the amount of webhost managers who didn't seem to
understand what "I need FTP access" meant is astonishing).
The entire GPL Scrapyard site will be moved over in the next few days (only
a title page there now). The original site will be left up for the moment,
but probably with just a redirection notice. When I have all the data on
the new site, I'll submit that to the Google directory and so on instead of
the old site.
OK, so what development can you expect? Well, firstly, the almost mythical
GPLA+ should finally start development this month. I'll put even the
very earliest versions up for download - but don't blame me if your PC
blows up or ends up unable to do anything except play SoS1937...
Thanks to Netcabins' allowing zipfile hosting, I can end the irritating
transfer between hosts that happens now. And unlike the old program, source
code will be available for download along with the executable. Please don't
laugh too much. ;-)
I also hope to extend the links section. It won't be a comprehensive one
like Bart's, just a collection of the most useful sites, with the famous
"feared throughout the field" <ahem> reviews... any bribes gratefully
received <g>

[1] like deciding to change their T&C overnight to ban zipfiles, with no
notice whatever, or even an announcement on their website, leaving loads of
people with sites that didn't work and looked sloppy. Or changing their FTP
setup so that my username was wrong - again without notice. Or not
answering my e-mails asking about these. Or... etc.
