Fascinating idea, but how would you go about doing it within NR2003?  Or
does this date back to TPTCC's NH era where we could just whip up a heavier
car to place in the mod?

   Yup the Heat DTM cars are what first gave me the idea.  Or rather the
CART HEAT mod did...when first released, the CART cars were right on the
league rules weight limit.  And so the physics engine that worked the jack
for the 3500lb Winston cup Cars would flip the champcar about 20 feet into
the air.  If you were lucky, it would spin enough to land back on the
wheels...but many times you'd end up like an upsidedown turtle.
   The fix for that was to add 200 pounds more weight...to simulate the
driver's added weight and that was just enough to keep the cars from
bouncing like Mexican Jumping Beans.  When I saw how quickly the CART mod
guys changed the weight...I figured it would be a simple thing for league
Admins to issue HEAVY chassis for the podium finishers.

   With Nr2k3, I would assume the exe file contains the vehicle weight, and
since I've heard that has indeed been cracked...a good modder should be
able to hand out a sucess penalty.
    Maybe we could weight handicap the RASCAR guys...of course somebody
fair and even handed would have to be in charge of determining the weight
penalties...rats...
