In theory they could do it fairly rapidly, once licensing is acquired...take
the GPL physics engine (CART fields are only 26 cars, not too much for
computers) and add in downforce, convert the tracks (Dave Noonan's track
convertor proves the formats are at least somewhat similar, so not too much
rewriting), figure out the physics models for the cars (not as hard to do as
for GPL - only 5 chassis (Reynard, Lola, Eagle, Penske, Swift), 4 engines
(Ford, Honda, Mercedes, Toyota), and two tires (Firestone and
Bad..er..Goodyear :) It would be easy, at least if they can make the physics
'modular' (otherwise it's 37 combos to design, since the Penske was designed
around the smaller M-Benz motor, and the others prolly wouldn't fit)  I
figure it would take about a year to do properly...
