Why won't my driver go any faster?

Is there a way to enable non-synchronous qualifying, for whenever the
Emac 2003 season is released? You can set it to 2 laps now which
basically gives an out and a timed lap, but you still have all the
cars out at the same time. BTW, I love the blue flags on the out laps
now and that the AI actually responds by letting you by or going
around you depending on the situation.
Finally, what the *** is this?

Ah-hahahaha...I wondered abt. Fidelity Unilateral Neutralizer="0" too. I
assumed it was like that gibberish that flashes by when The Sims is loading
("Reticulating Spline Intifada" or whatever). Forgot to ask. (Now I'm too
embarrassed to.)
No idea abt. all those "Flow" params, either.
The important ones (which should be set thus if you've got enuf CPU power)
are:
Half Rate="0" // 0 = super-high physics rate
Tire Sampling="1" // 1 = extra HAT samples (no matter what they say abt. a
"slight improvement" this makes a palpable diff).
And this one:
Mimic Steering="0" // Mimic AI or pitlane assistance with force feedback (if
this is "1" the wheel jerks around in yer hand when yer viewing from
somebody else's***pit - really annoying)

It's more obvious if you hand-edit the number of opponents in your PLR
file:
