I've posted a little something on alt.binaries.simulators.autos
below is the contents of the readme included

 Driver.ini's for Spec racing

WARNING ONLY USE THESE FILES IF YOU ARE RUNNING GPL 1201 AND THE
STEWART/SPENCE PATCH
IF YOU ARE NOT GPL MAY NOT WORK.

What these file's do.

driver_DEFAULT.ini
I found that the driver.ini supplied with the Stewart patch
Was based on GPL 1000 or GPL 1103 and did not take in to account the
improvements
Made in GPL 1201.  If you want to see what I mean open the driver.ini on
your GPL CD
And in the 1201 patch, 1201 has new bump orders to give a more varied spread
of AI
Drivers if you run races with less than 19 AI, and a new line was added
starting_grid_seed = #.# I believe this determines how quick they are off
the line.
This file corrects these problems.

All other .ini's
These are just a bit of fun; they have the changes as above but also put all
The AI drivers in the same make of car, ever fancied racing against a full
field
of Ferrari's ?, well now you can, having trouble beating the AI?, well why
not make
them all drive Cooper's and you drive a Lotus :) .
However one thing you will notice is the only cars that will have numbers
painted on them
are the drivers that drive that car as default, the only way to fix this I
believe is to
make a new set of MIP files for all the drivers and all the cars, I may
think about having
A go at this in the future, then again I might do a few more laps instead.

How to use.
Unzip these files to your GPL folder, then re-name the driver.ini
to driver.bak or something, and re-name the new file you want to use to
driver.ini

All files were created on a machine running uptodate anti virus software.
