The latest release of the GP2 track editor is fairly easy to use since the
addition of the "drag and drop" style track shaper but if u want a really good
track ur still gonna need to know how to use the other features.  

Only other game i can think of is  SODA Off-Road wich has a track editor
included in it.  This i found very easy to use.  But you have to like off-road
racing for it to be worth it (only $5-10 US though so it a small price for a
fun game).

MTM/MTM2, MCM and some others have them included too...

Love SODA, just wish it supported more than Rendition hardware and was more
playable online...wonka, SODA with Glide/D3D/OpenGl and GPL's network code
woudl be tons of fun!
