Nascar 1999...setting options problem

I can't seem to set my steering and brake/gas options no matter what I do
while running windows native .exe's, can anyone help? I've even tried the
software .exe and also have tried safe mode...I have ABIT BH6, Cel
300A(464MHz), Stealth II s220,  SLI V2, CH Game Card III, TM T2
Wheel...thanks to all who reply...
