I have had this happen several times...I leave the pits being the last one on
the lead lap...The computer tells me to pass Car xx, which is a lap down..When
I try to do it, it then tells me to stay behind that car..It looks like if you
pit on time after cars who pitted when the pits were closed you cant pass
them..Does anyone know how to fix this...

Basically there is a bug in the spotter routine.  When you first leave
the pits, he tells you to pass the car ahead of you.  When in fact he
should be saying "stay behind" this car.  Since N2 doesn't have double
file restarts you must get behind all the cars that passed the S/F line
before you exit the pits.

No, you can't pass cars who "cheat" by going in early.  But when the
computer is telling you what car to pass, it should really be saying stay
behind that car, which is the actual situation.  I personally don't know of
a fix.
