I was wondering how to use a new painted car for ICR that was painted by
someone else for me in .PCX format. DO I need to get the paint program too,
(I don't have it) or can I do it some other way???

Just wondering......

Speaking from experience, yes, you need Paintkit to use a PCX paint job.  
Once in the Paintkit program you have the option of importing a .PCX
design which is called EXPORT.PCX.  Similarly, you can export any design
(into file EXPORT.PCX) to edit with another editor, which is what I do.

What you CAN do is send someone (like me!) the .PCX file uuencoded
through email, and they can import the design into a generic cars93.dat
and send you the resulting cars93.dat file (which is significantly
larger, 704k).
