It's not reducing power to the car. You'll notice the engine is
"coughing", sometimes giving you power sometimes not (apparently this
fuel starvation was a problem with the Lotus design even when it
wasn't out of fuel).

You'll wait probably for a few years, since pitstops for fuel or
repairs were not modelled. You can "simulate" it yourself if you like,
just stop in your stall then hit Shift-R, this will replace your
tyres, replenish your fuel and repair damage.
