Pull it apart and put stiffer springs in it. They are simple, short coil
springs which can be found in many hardware stores. Don't worry if the
springs are too long, you can easily cut them to fit.

I have a short *** hose inside the brake spring to give it a progressive
feeling. It is slightly shorter than the total movement in the pedal to
"simulate" the movement of the brake pads before they hit the brake disk.

The suggestions already given are probably better, but I have a cheap
and *** solution using 2 squash balls. Cut a hole into the top and
bottom of the squash balls (about 2cm in diameter). Now force one at a
time over the brake pedal so that both of them are wrapped around the
stem of the brake pedal. Looks pretty ugly, but works like a charm.
