No it's not! Fly-by-wire refers to the method of translating throttle
pedal movement to the engine management system. Conventional method is
by direct connection (mechanical linkage) whereas fly-by-wire refers to
an electronic signal.

Traction control (a completely different) system came into play in the
'90's but was outlawed at the end of the '93 season.
