Which means I don't know how to fix this error: "A required .DLL file,
D#D9.DLL, was not found."
It isn't even on my hard drive.  Is this a DX9 file, so I need DX9 to run this?
 I only have Dx8.1...

Make that "definitely yes". It's been often repeated that Netkar was developed
using the DirectX 9 Toolkit (IIRC), so it w0n't run with previous versions. I
was rweluctant to update to DX9 myself, but then a couple of weeks ago, after
everyone who had already installed it seemed to report no problems at all with
it, I finally downloaded and installed it, in order to finally get a good look
at Netkar - and I don't regret it.

I haven't seen any reported problems with DX9a. There are a couple of
issues with DX9b though, so I am keeping away from that update, at
least until the full scope of the problems are revealed.

I heard too many people complaining that loading DX9 screwed up their
systems...  Given my track record with upgrades, I'm not keen on pushing my
luck...

It actually improved one aspect of my system. In the Window *** Options
area, when checking calibration of the wheel and pedals, whenever I would
turn the steering wheel to the left the crosshair would drop to the bottom
of the calibration window as if I were applying the brake at the same time,
which I wasn't. Never could correct this and just accepted it as a quirk as
it was never a problem when in a game.  DX9 has finally cured/corrected
this, also there is now generally much less jigglying of the crosshair in
general when checking calibration.

Driving with aero takes some getting used to, eh?  And they say those cars
are supposed to be EASIER to drive.  I do better in GPL. lol  I still like
it too, though.
