I think the AI at Silverstone is a little slower than the AI at the
other circuits, relative to the maximum possible speeds there. This
makes it easier to qualify on the pole relative to the AI, and easier to
beat them.
I believe the AI is a bit slower because the Papyrus engineer that
developed the AI lines (the *.lp files in the track folders) for all the
circuits didn't really like Silverstone and didn't race there very much,
so he never really nailed a couple of the corners. Therefore the AI
lines are a bit slow in a couple of corners and as a result the AI lap
times are somewhat farther away from Wolfi/Greger-type times than at the
other tracks.
In fact, in general Silverstone seemed to be one of the less popular
tracks at Papyrus, although some people liked it quite a bit.
Personally, I love Silverstone! I guess it just suits my style.
