What is the upload speed supposed to be? Most of the cable services I
know only have 128Kb upload.

And check to see if anyone else with Charter in your area is reporting
a problem. That's about the most user active community I've seen that
keeps track of this stuff.
My best guess is that it is on their end, not yours. And while you
can try and call them, in all liklihood they won't tell you anything
helpful. More to the point, their level 1 techs are instructed *not*
to report outages and other equipment problems.
If you do decide to take the plunge and hit their support, ask to
speak to a level 2 tech person right away.

Part of this is necessary due to the DOCSIS 1/1.1 standard, but extremely
low rates are strictly limitations plugged into your modem profile by your
Cable Company.
If your Upstream is truly limited to 75K, then I'm not even sure that's
enough bandwidth for the ACK's required to support a 2MBIT/Downstream
connection.
I have 3.0Mbit Downstream/192k Upstream.
They do it to keep the kiddies from running servers.
