First to answer the easy question... We aren't going nuts to get this
patch, we were driven nuts playing with buggy software ;)
There are 3 major bugs in ICR2. If one attempts to run a race with
yellow flags and pits under yellow they are forced to line up after the
last car. This last car sometimes never shows up. During a road course
yellow the AI cars tend to spread out with the last cars being just
barely in front of the pace car for the restart.
There is a weight shifting or "traction" bug which has caused many of us
to go "nuts" trying to get the car setup.
There are a couple of tracks where the pace car takes its sweet time
leaving the track for the green flag. This causes the AI cars to
screech almost to a halt just before the green flag drops.
I am sure that Papyrus also cleaned up other things while they were
cleaning house. They have mentioned that they have improved the AI on
some of the tracks.

Let's not forget about those modem play bugs:
- If modem opponent is leading, the game treats the lap chart as if you
are leading (ie does not show time behind leader, but time ahead of
3rd)
- Start/Finsih line just shows up where ever it wants. At Michigan, I
was getting lap times as I was entering turn 2.
- Lap clock gets royally screwed. At Michigan the clock started at
26.xxx and showed a lap of 56.xxxx
etc, etc
There are more, but they aren't all memorized. It doesn't make the modem
play 'unplayable', but it is extrememly annoying. It even screws up the
RECORDS.TXT file since the lap clock is not correct. I once saw a lap of
14s at Elkhart. That's four*** seconds!!
