There's been only a few posts regarding graphic "hiccups" in GPL.
It seems there could be several causes, from gameports to 3D
drivers, etc.
I tried everything regarding hardware. Swapping PCI slots,
swapping sound & graphic cards & installing a PDPI L4 gameport.
Same goes for software. I tried various drivers my VooDoo II's,
tried Liveware 2.0 for the SB Live, etc.
Nothing had any affect on the "hiccups".
Installing Win95 was a last resort. However, on *my* machine, GPL
no longer "hiccups" with Win95. Getting Win95 to recognize my
IDE hardware was a bit of a hassle but after installing some
fixes, Device Manager is no longer confused.
If I were you, I'd try Win98 first. You can always flop back to
Win95 if you have any problems.

128 MB should be plenty for *any* OS.
Personally, I find Win98 to be more buggy than Win95. Many apps,
including GPL crashed quite a few times. Since installing Win95,
GPL seems solid as a rock.
BTW, I think the SB Live & the Diamond MX 300 are both good
cards. But GPL *does* sound a little better with the SB Live. I
would however, caution against upgrading to Liveware 2.0. It's
a 30MB download and bloats your registry to upwards of 8MB.
