Try reading the readme.txt in your N2 folder.
  It will explain how to increase the field size for those tracks with less
than 40 cars.

MISSING DRIVERS

  Can anyone help me??   When i set up my driver's list I have 39 drivers
 ,,,when I go to Race,, or qualify I only have 36 in Taledaga,,35 at
Atlanta  most other tracks I have 36,,  I even uninstalled and re
installed,, and still like that  Appreciate answer,, Driving me

Check the readme. file that is included with the game.  It will explain
how to fill out the fields.  Each track is different; you'll still only
be able to fit about 25 at Martinsville, while you can run 39 at
Talladega, for example.

This was done to make it possible to get out of the pits without bumping
into other cars. If you check the README file, you'll find instructions on
how to increase the number of cars at the various tracks by modifying a
text file in the directory for each track. Alternately, you can download
files from various websites that already have the modifications. I believe
the US Pits (http://www.theuspits.com) has those files, and I'm sure there
are many other sites that have them as well.
