If your talking about "racing simulators" and not arcade games, I would say
CART : Precision Racing by Microsoft, on oval tracks.  They were very bad,
with unusual lines, no sense of surroundings with the other cars on the
track.

Or Nascar Revolution, at any tracks. (not a sim neither hehe).  It's
probably the worst.  The patch "helped" I was told, but who cares I won't
ever install that ***(luckily for me, I never bought it, just got to see
it at somebody's house).

Or Microsoft Midtown Madness, for it's Police. (not a sim but you get my
point).  Well it's unrealistic but at least it's funny.  Gosh those police
drivers must have drink a little too much coffee before getting behind the
wheel :)

Of the sims ive played Indy Racing can have some bad AI.

 I once edited some AI for N1 and they were BAD!!!!  Worse than NasRev even.  I
was trying to simulate Sat. Night Street Stocks and ended up with Demo
Derby!!!!!  A 20 lap race at Martinsville had 2 finishers....me and one AI
car....out of 20!!!  They just kinda went which ever way they wanted with no
regard for walls or other cars.  Needless to say they were replaced quickly.

I'm beginning to think I must have missed my calling, since the police
have yet to catch me in Midtown Madness. An easy tactic is if a bus is
stopped at a junction ahead, move slightly to the left so that the
Police car is on your RR. Then as you approach the
bus/car/bridge/whatever, back off on the power so that he moves
alongside you on the right then stuff him into the back of the bus.

Mind you, in the context of this thread you're right, that could be
construed as very stupid behaviour indeed!

I agree about CPR, but there were some redeeming values to the AI in
the ABC Indy Racing sim. Sure, they'd plow into you if you were slow
(or stupid), but if you drove a good line, at a good pace, you could
go wheel-to-wheel with them.  The AI wasn't great, to be sure, and it
was probably in the running for some of the least intelligent AI ever
overall, but definitely not THE worst I've ever seen.
