Can someone please confirm that NONE of the slowdown utilities work to fix
this.  And if something needs to be patched, perhaps the brilliant people
who make the slowdown programs could be convinced ($) to expand their
functionality to include this issue?

I was thinking that on an ACPI capable machine the OS *can* slow the CPU. I
wonder if there's a way to trigger that from software...

How do I know this?  My laptop runs at 1/2 speed when W2K is installed with
the ACPI functionality enabled (grrr...).

For P4 its thermal throttling "feature" can probably be used. If one
makes a switch that allows to turn off heatsink fan on the CPU, CPU
will probably quickly overheat and switches to "slow" mode allowing
to run GPL. If it is not enough, probably a new device - "CPU heater"-
can be produced to heat CPU up to needed temperature.
Further improvements of "CPU heater" may allow its simultaneous usage
as an air conditioner.

  Before you go to far we need to preface EVERY attempt to slow down the cpu
by adding this:
For GPL DON'T BUY A P4 GREATER THAN 1.4

Hehe.. Maybe if we all refuse to upgrade to more than 1.4,
the PC-industry will force Papy into a GPL 2   :) :)
