The GPLRank is found at http://newgplrank.schuerkamp.de. You upload your
player.ini there, and the cgi program calculates you a handicap based on
your best lap times on the various tracks. You have to have a best lap time
from all tracks to get a handicap rating.

The handicap basically equals the sum of your record lap times minus the
sum of the lap times of the example laps (by Dave Kaemmer, Doug Arnao
etc) that came with the game.

I see.  Thanks a lot for the reply.  =)

Works like how it does in golf in a sense.  Good idea to even out the
playing field in online races I suppose
