I would guess he does it for two reasons.

What's the point of him trying to guess the race length and pit stop
strategy of everyone who uses his setups?

Since people are going to practice with a new setup before racing, and
compare their times to others to gauge their progress, what's the point of
driving around with extra fuel?

Ohh good one, I was actually wondering the same thing ;)

btw. is the setup system known to be annoyingly irritatingly hopeless, or am
I missing somthing in the way the game handles loading & saving of setups
?????

Yes, the setup system is not very well done. If you make a change to a
setup, you have to save it and name it before you go onto the track or the
changes will be lost.

  According to The Point, (the Story of Oblio and his dog Arrow....) a Point
in Every Direction is the same as having NO POINT at all.
