Is there a downside to making a permanent axis split for the pedals
on a T2 rather than having a switch as the Nascar wheel has?

Depends....  There are some programs that will not recognize the split.
Though, all serious racing sims do.  So, I wouldn't worry too much. ;-)

I think all of Papyurs's sims will work with a split axis as well as GP2
and F1RS, but some of the more arcadey stuff may not work with a split
axis.

I've been using a split-axis T2 pedal for quite some time now and it works great.
I use it with a GP1 wheel which gives me wheel button shifting and paddles for
throttle and break on those stubborn games.

Any ideas here, I still have a problem. I have the T2 pedals split and
using a T2 wheel. GPL works great with the 3 axis, however, I have a
problem with ICR2/N2.  All 3 are seen in ICR2/N2 calibrate
(steer=joy1-x, gas=joy1-y, brake=joy2-y) but when I go to "set controls"
it just flashes quickly and defaults the control to "mouse". I have
also deleted the controls.cfg and calib.val files but it doesn't help.

I got this resolved, now to do some driving. :)

SUMMARY:
  I've got it going now (gpl,icr2,n2). Here's the deal:
  steer=2X, gas=1X, brake=1Y, no t2 converter into gameport, win95
  as 2-axis/4button. Calibration is kinda strange in w95 since only
  the gas/brake calibrate and you don't see the wheel, however, all
  games calibrate/see it fine.

  I believe my biggest problem was knowing that w95 needs something
  on 1Y and icr2/n2 need something on 2X.  Be sure to calibrate w95
  before doing icr2/n2 (I exit to dos to run icr2/n2).
