Does the retail version of CPR support the CH virutal pilot pro and
pedals combo?  If not, does anyone know how to properly configure
pedals?

There are a couple of people who have set fast laps in CPR that have the
Virtual Pilot Pro. In the retail game there is a readme.txt file that
discusses setting up various kinds of controllers. Check out The APEx
