What is RENUTIL and what is it supposed to do?

It lets you set DOS refresh rates as well as substitute the fast VESA
mode 320x240 for the Verite's slow Mode13 VGA, but doesn't work for
ModeX games like Doom.

I have it on my web page:

It lets you set DOS refresh rates, as well as remap the slow Mode13 VGA
for with the speedy VESA 320x240.  It doesn't work for ModeX games like
Doom.
