Just to make sure I've got it right, is this the right setting to
overide the global hype in GPL and set it to the 'natural' AI speed?
Not sure whether the overide difficulty setting needs to be changed or
not.

npt_override = 1     ; set to > 0.0 to override normalized player time
override_difficulty_hype = 0.0          ; override difficulty hype
adjustment (0.0 = no, 1.0 = yes)
