Installing NR2003 Cars in TGA format?

I downloaded the Ron Fellows 88 Raiders car which is in the above
mentioned format and put it in my cars directory but it isn't showing up
in game.  Do I have to convert it to the .car format? If so, how do I do
that?

Ike, try taking the .tga file and move it into the papy/nr2003/export folder(note it's name), then start N2003 and go to
opponent manager, create a new driver named Ron Fellows, from there go into the paint shop and from there "import" the .tga
file, save the carand exit, save the player, and that should get it.
