is complicated. A quote from a very unlikely source, the readme file:

parameters stored in the games INI files. Global AI behavior is controlled

the gpl_ai.ini file, individual driver personalities by the driver.ini, and

specific information in each of the separate track.ini files.

recommended that you alter their default settings. Please keep in mind
that the results may be quite unpredictable and it would be quite easy to
make the game completely unplayable. Don't say we didn't warn you.

It says a lot more about how to modify the AI, but the safest bet would be
to leave this alone and live with the fact that we won't ever win at some
