As far as I know, you do not need the additional tracks to race on the
Hawaii system... your just can't participate in races on those tracks.
They are in a seperate track pack which is now almost impossible to find
in stores (Sierra has released the game now with ALL tracks included).
You can purchase the track pack from Sierra directly, but keep in mind
that a new version of NASCAR is scheduled for release sometime in
November.

ALT-I is the hot key in Hawaii for a tow truck to pull you to the pits!

There is a TrackPack that is distro'ed by Papyrus.  You should be able
to find it where ever you bought the game.  It'll run you about $29.99
(U.S.), if memory serves me.  Well worth it.

Not in the current release of NASCAR, but NASCAR2 is supposed to have a
tow truck.  Hawaii on the other hand does currently have a tow truck.
Simply hit ALT-I for a tow.

Nope.  When you have blown your engine your day is done.  Hit A and
watch the rest of the race in accelerated time.

I download everything I need and find out there are 7 other tracks I need
in order to even get on Hawaii. Is there an upgrade for these tracks?
(without having to go but the SAME game I have now JUST to get the 7
tracks) If so where, how much, etc...

Also...While racing sometimes you get damaged so bad that you can't make
it back to the pits. Is there any way around this? And what if you damage
is so bad that you've blown an engine, or damaged it. Is there any way to
get back to the pits and have the crew at least ATTEMPT to get you back
into the race if even only for a few laps?

You don't need those tracks unless you want to race on them. On Hawaii
you will have a tow truck available.
