GP2: How to race with 28 cars?

How do you setup a race so that there are 28 cars on the track
(including yourself)? If there are 14 teams then that means there
should be 28 cars in each race. But everytime I race non-championship,
championship or quickrace there are only 26 cars.

What am I doing wrong?

Before 95' season the rules in F1  for qualifying was the 26 fastest car
attend the GP, so if there was 30 entry, only the top 26 made to Sunday
Race. GP2 is doing what's was ruling in 94' No BUG here!

The teams that don't make the grid, pack up and leave.

A few years ago(over 30 cars were participating), they even had
"pre-qualifying" sessions held early on friday morning.
Only the top 30 were allowed to enter qualifying sessions.

(In Gp2, you'll always make the field, no matter where you qualify!!!)
