rFactor always checks in when you first start the program. Part of ISI's
copy protection. There is a line you can edit that will turn off the net
check. But I'm on a short lunch break and don't have time to track it
down.
Hopefully somebody else can fill in the blanks.

ok, I found it...in the plr file.
this should only be needed when the matching server is down. If you do
change this for offline sessions, make sure to change it back when you
want to go back online...

Turn off netcom by setting the option to 1, like explained below.
Disable NetComm="0" // If 1, network features are disabled
