Changing drivers.txt file in ICR

    I have ICR 1 and I want more horsepower.  I changed the last 2
numbers (min and max horsepower), but I didn't notice any difference.
I tried it at 998 and 999hp, then tried it at 1999 and 2000.  Am I
forgetting to do something?  Please help.
