How do I make a new GPL track? Can someone point me to an editor program
and maybe a tutorial?

Seconded. But before you start tearing your hair out, the page about
altitudes:

has a *MAJOR* error in it. In section 2.8, it says that the format you
need to use in the Excel spreadsheet is CSV. This is *WRONG*! It should
be a DOS .TXT file - CSV files will *not* work properly!

The other essential bookmark (IMO anyway - there are other forums, but
this has helped me most) is the GPL Track Editing forum at
racesimcentral.com:

A .3do  file is a 3 Dimensional object (3do)....  it can be a box, a house,
a car, a plane or a race-track. Put simply... 99.99% of all games there is
today got some sort of 3-d objects in them - they are "required" to give an
accutrate representation of a 3 dimensional world.
