You could always chose the number of cars to race against - it's in the race
setup menu!

My apologies, it is in the plr file where you could set the number of
opponents prior to the patch.

Ah, that explains it. Haven't had F1 2000 long enough to have known
that. BTW, I noticed in the "save" folder there is a "ai_pen.ini"
file. A new version was in the zip for the patch. The below line looks
like it may affect how closely the AI cars will follow each other
(your car?). Do you think adjusting this might affect the ramming from
behind?

I tried a quick race 20% at 5x wear and came in 20th, dead last.  The other 2 cars lost their engine.
The AI *is* better or I'm worse ;-)

As we have discussed in another thread, I don't believe that there is a
problem with ramming from behind, but try it out and let us know what
happens.
