I have noticed such problems on several occasions. For example, I
will be racing to the yellow while leading, trying to keep a given car
a lap behind. I beat the car by a half a car length or possibly more.
The car passes me and passes the pace car. The car is still on the
lead lap. I find this to be annoying. Can it be that hard to make
the judgement point at the finnish line?

--- Yup, noticed the exact same thing here. Racing back to yellow, me
inside, AI outside... we split a third AI just beofre the line. Viewing
the replay you clearly see I beat them all to the line... outside AI got
first spot, split AI got the nextm, followed by my car :-(

--- Could be.... photo-finishes would be up for debate!

The first question I have was the car that you were passing on the
inside? If so, I have noticed that the inside car gets the position
unless you are completly cleared from the passing car. Example if you
are passing a car on the outside and a caution comes out. Unless you are
completly cleared from that car the car on the inside will have the
position. I hope this helps.
