I know, it's old as dirt, but TOCA 2 was recently released in the US
as Touring Car Challenge, and I snagged it. Man, I love this game!
I loved the demo, but it was one of those international releases I
meant to order from Interact, but never got around to it.
It reminds me of SCGT in that it might not be simulation at it's
purest, but nails the fun quotient perfectly.

Anyway, I was messing around with the different graphics settings to
choose between my Voodoo2 and TNT.

On the TNT, the car graphics are much sharper, but there is a weird
artifacting on the track graphics in the distance in front of the car.
They flash in light and dark shades. It's sort of distracting because
it's right about where you look ahead to while driving.
The graphics are good with the V2, but I'm limited to 800x600.

I'm using the newest Detonator drivers.

The V3 is probably an ideal solution, but at this point, I'm not sure
about buying them. The TNT and V2 are actually still OK for everything
I'm running, and there is too much new stuff due out in a couple of
months.

Didn't notice such a thing on my TNT (european version).
Did you already check the mipmapping settings of the TNT?
Maybe setting 'automatically generate mipmap levels' to '0' and 'detail
level' to 'best image quality' makes a difference?
