Ok, I know that not all of those nice car sets were done with
Paintkit...  So what do ya'll use/recommend?

I downloaded a program called Paint Shop Pro 3.01, but when I load the
pcx file in, it's very very small in the corner. Zooming it in
produces a very un-readable, un-usable carset to deal with.

I've tried MS Paint program, but it's a sorry dog... anyone got any
ideas or suggestions?

The best program I have seen, and the one I personally use is Neopaint.  
You can get it from numerous sources, with one being:

It doesn't matter how far you zoom in, the file will be saved correctly.
If you're not convinced, try zooming in to do detail work, then zoom out
(magnifying glass icon and right mouse button click).

Oh, and be careful which colors you use - only use the ones available to
Paintkit.

Try using a progran called Neopaint.  It is very good, shareware versions
are available.  I subscribe to Compuserve and got mine there.  They also have
a "pallet" file called nascar.pal that is compatible with neopaint in the
Sport Simulation Forum. The pallet file will assure the newly painted
file displays correctly when used in the game.
