Is there a program out there that can add any of the non-original tracks to the
World Championship?  Is there a file I should edit?  Thank you for your help in
advance.

Go to the gpl\seasons dir, and edit the gp.ini file.
Add the tracks you want, and don't forget to adjust the numEvents
variable at the beginning of the gp.ini file.
