DXDiag display diagnostics succeed except for this error:

  Direct3D test results: Failure at step 5 (GetDeviceCaps): HRESULT =
  0x8876086a (3D not available)

It looks like all my messing around with the drivers has screwed up the
system, too.  My scanner software doesn't work any more.  I was planning
to send some drawings of a proposed redesign of our real-world Cobra's
rear suspension to my brother Nate, but now I can't scan anything.
Reinstalling the scanner drivers didn't help.

Since you're running Windows 98, how about trying System File Checker?  You can run this from Start/Run and type in "SFC" (without quotes).  Take a look at the options, and make sure you're prompted on any files it wants to replace.  It just could be with everything (alpha!) you've installed, something has over-written one of the system files and it is now reacting to that.  If you're not familiar with SFC, take a peek in the Help area before running it, so you know what to do.  It will only replace system files for you, and I would make sure you're running only a stock or correctly updated Win98 in these areas.  That will eliminate any possible system problems and help point the finger at maybe video or sound.

Go into DX Diagnostic Tool, Display tab, & click the middle "Disable" button
for
Direct3D Acceleration...Enabled............................[Disable]
It should still say ...Enabled...if not, do it again, what can it hurt? ;)
Retest Direct3D, should be ok now... I hope

Alison, I don't remember where I found this fix, it was after changing vid
cards & I was pulling out my hair in frustration, but it worked for me.

Well, things always look a little brighter in the morning.  

I really appreciate your help, John!  And that of the other people who
posted in this thread.

I haven't made progress on the F1 2001 problem - it still doesn't run on
this computer, but at least I have a better Voodoo5 driver now.  

I found I was having scrambled textures in GPL and screen hangs in N2002
with the 1.08.04 drivers, so I uninstalled those and went to the 1.04.01
beta drivers.  Those problems are gone, and GPL and N2002 seem to run as
well as they ever did.  

Unfortunately, my reference for tweaking the Voodoo5 driver,
VoodooSource Tweaks, is gone, so I have no idea how to optimize the
settings as I did before I started all this!

I fixed the scanner problem by hooking the scanner up to another
computer.  It's less convenient, but at least I can scan stuff.

At this point it looks like my options are narrowing down to either
format C: and reinstall everything, or ditch the Voodoo5 and get a
GeForce.  I love the way GPL looks on the V5.  Driving GPL now is such a
joy!  Everything I hear says the GeForces can't match this, so I am very
loathe to ditch the V5.  And reinstalling everything just to get one
game to work seems like too much work!

Well, thanks again, everyone!  Maybe I'll come up with a solution soon.

F1 2001, Voodoo5, and DirectX 8.1

Woohoo!!!!!  Brian, you did it!!

I clicked the button three times.  The first time it didn't change;
stayed Enabled.  Second time, it became disabled, third time it became
enabled again.  

I then ran the test, and it came out clean.  And, wonder of wonders, F1
2001 runs!!!

Aaaaaaaaa!!!

Thank you, thank you!

Thanks to everyone for all of your help and suggestions!  Now I have a
better driver than before, and I can run all my favorite sims (I hope!)

p.s.  Stay with the V5 :)  I'm looking for a pci version myself, as my mobo
won't take an agp V5(Asus P4t board's agp slot is to short.....or the V5 is
to long, depending on how you look at it :)

Rats.  Sorry, I can't think of anything else right now.  I *vaguely* remember
having a problem with a game, but I hadn't loaded dx8 at the time(or it had
gotten corrupted somehow.  Once I re-loaded dx8, the game worked fine.
