F1GP/WC - get better AI!

A new version of GPCSetup which allows you to make the AI cars less or
more aggressive at each track.  This is the same as Steve Smith's
F1Ed4Win does and is based on info he sent me. I played Monaco with
the aggressiveness boosted from about 65 to about 80 and it was much
more fun!
