Hello,
I just upgraded my cpu to an AMD 1.4GHz. So I first tested out N4 at 800x600
all sliders maxed, and my Voodoo5 at 2xFSAA. It worked great, getting about
50-60 fps. So I went to 1024x768 and most of the textures look awful,
especially my car. Does N4 automatically lower settings to maintain fps? Is
there a config file that lets me override this, if true?

Higher resolutions require a larger framebuffer which takes away from
the 3D card's memory that is available for textures.  To compensate for
this the game reduces texture quality which in turn reduces the required
texture memory and prevents swapping.  As explained in the readme, you
can force a larger amount of texture memory to be used by editing the
rend_d3d.ini (or rendogl.ini for OpenGL), but be aware that using too
large of a value can cause large framerate fluctuations as textures are
swapped in and out of the card's texture memory.
