  And you could adjust the turbo boost pressure to conserve fuel.  They
changed this later (the engine manufactuerers) to make changes in the fuel
mapping, rather than mess with the boost.  This is still available, although
it's not as sucessful a strategy to cruise and conserve fuel since the
league mandated pitstops within certain windows.
  However they can still change the engine mapping on the fly to deliver
different torque patterns...i.e. a higher rpm peak horsepower, or a more
torquey power curve that improves engine braking.  And I'm assuming they
still have the 'power button' which will, for a short period, overide the
engine safety settings.
  Michael Andretti lost track of his downshifts at a race near the end of
the season and ended up waaay over-revving the Honda powerplant.  He was
very coy about how far the engine rev'ed.  He alluded to Honda would be very
unhappy if he told the TV crew just how high that package could rev and
survive.
