Try bypassing your startup menu programs (hold down shift key while
starting win95 when the "clouds" screen appears until startup is done).
Also disable any virus protection you may have. McAfee virusscan causes
this error for me.

What exact error are you getting? Next time it happens cut an' paste the
details
and post them here, or e-mail 'em to me. I got a "module f1voo has
performed an illegal operation........" , (the aforementioned viruscan
prob). I'll try an reproduce it and see how it compares with what you're
getting.
I'm very surprised UbiSoft isn't more helpful. They have been nothing but
great in my dealings with them (even responded to a prob I had with free
demo, gotta love that!). Given that the prob occurs after you are already
up and running, hmmmmm, what is your system configuration? Processor,
memory etc.? What version of the game U.S?, patches applied?
