Nascar 3 the game is great. Multi-player is terrible.
We do not have a place to chat or setup a race. I entered a Taladega
race and they were practicing at 219 mph. ( cheating  going on
already?).
If you host, you have no idea who has entered your race. Also there is
no time limits on practice from what I can tell.
We have gone backwards for online racing. Those of us on Ten, actually
raced hard but clean to keep our rankings up. Now there isn't any way
to tell who you are racing against, skill wise. And if you race and
win or lose, it doesn't matter because we do not have any record
keeping at all.
Totally disappointed in that aspect.Warping has been really bad. I
have a cable modem and the warp has been terrible.
I know Ten had a lot of problems. But I think we are really going to
miss them.

The host can remove the restrictor plate for the race if he so
chooses.

The multi-function display on the left side of the weekend screen can
be toggled to display the list of currently connected drivers.  The
host is in control of session transitions.

Online play is very dependent on not only the quality of the host's
connection, but those connected to it as well.  I was in a number of
races this evening that were near LAN quality with no apparent
warping, while others were worse.
