I have a similar stutter problem with NASCAR4. The stutters appear
only when racing online and with a game's framerate higher than 60.
With my hardware this only occurs during qualify or when no other cars
and no trackside objects are around me (turns in Daytona or Talladega
for example). They occur with the same(!) frequency as in GPL but are
much more visible and therefore very disturbing. A solution is to lock
the framerate at 37 which is done with an entry in the core.ini file.
Because of my tests with GPL I have tried out NASCAR4 online with no
locked framerate and the "magic" refresh rate of 72 Hz and guess what?
The stutters have nearly disappeared.
It seems like there is some timing problem when using other screen
refresh rates than 72 Hz on my computer. (Maybe only with Papy games?)

Didn't help with the stutters but nevertheless the glide wrapper is a
useful utility, thank you for the URL.
I made a Monaco start from the last starting position with 180 Mhz and
the higher frequency gave me only one to two more fps with 800 x 600.
At higher resloutions the improvement might be better but I am using
800 x 600 with all of my 3d games.
I will keep the 166 MHz. I am quite happy with my V3 at the moment and
I am not willing to court disaster. ;-)
