That's "understeer", or to use the USA vernacular, the car is "pushing",
Robert.
In this game, it's indicative of insufficient downforce on the front so if
you add a few degrees to the front wing - a degree at a time - and test it,
then you should be okay.
Also, try adjusting the in-car balance (S and X keys) - they may help too.

Any suggestions for Indy?  I've gotten Michigan and California down
pretty well, but I can't get the understeer figured out at the
Brickyard....

Hmmm.
Well, I can only tell you that I use 1 degree of front wing and minus 1
degree on the rear.
Apart from that, the front-rear balance is biased about 4 clicks to the
front (S key) from the mid-point.
And I use a mixture setting of 5 for the race, irrespective of the AI
performance.

But apart from the above settings, I have found that getting the tyre patch
correct is very important.
Adjust your pressures and camber so that those readings are even right
across the tread.
