ICR2 qualifying strangeness

I've been thrashing around on ICR2 quite a lot recently and something
keeps bugging me.

- Computer cars do faster laps in the race than they do in qualifying!

In real life this NEVER happens unless the driver really screwed up his
qualifying attempt (eg Schumacher at the 1995 Begian GP) or it rained in
qualifying (no rain in ICR2...moan) and the race is dry.

You can change this by modifying the BLAP and RELS numbers in the track.txt
file.
